The CAPE Executive team would like to invite you and your colleagues to attend the 2022 Fall CAPE Conference in Niagara Falls, Ontario. We are excited to have the opportunity to connect, learn and socialize in person for the first time since 2019.
We will have a number of outstanding speakers joining us in Niagara Falls to talk about the importance of education and continuous learning in policing.
We are thrilled to announce that Peel Regional Police Chief & OACP President Nishan Duraiappah will be kicking off the conference as our opening keynote speaker on Day 1, followed by our second keynote, OPP Commissioner Thomas Carrique on Day 2.
We know that the chance to re-connect with your colleagues, learn from our engaging line-up of speakers and visit the Niagara College and Niagara Regional Police Training Center will make this the conference to attend in 2022.

KEYNOTE SPEAKERS
Chief Nishan Duraiappah
CHIEF NISHAN DURAIAPPAH was born in Sri Lanka, and immigrated to Canada. Chief Duraiappah began his career with Halton Police in December 1995. He served in a variety of assignments throughout his career including front line policing, specialized investigations and Diversity and Community relations. He was promoted to Deputy Chief of Halton Police in 2015 leading front line policing, community mobilization as well as innovation and technology.
In October 2019, Chief Duraiappah was appointed Chief of Peel Regional Police. Chief Duraiappah arrived with a mandate for change and the strategic goal of becoming the most progressive police service in Canada.
In June 2022 Chief Duraiappah became the new OACP President for 2022-2023.
Chief Duraiappah is committed to the safety and well-being of the community he serves, with one of the primary focuses being mental health and seeking multi-sectoral collaborative partnerships to reduce risk in the community.
Chief Duraiappah is heavily involved in the community. He holds a Bachelor of Arts Degree in Sociology and Criminology from the University of Toronto, and a Diploma of Public Administration from the University of Western Ontario. He is the recipient of the Queen Elizabeth II Diamond Jubilee Medal and is an Officer of the Order of Merit Canada.
Commissioner Thomas Carrique
THOMAS CARRIQUE became the 15th Commissioner of the Ontario Provincial Police on April 8, 2019.
Commissioner Carrique commenced his policing career with York Regional Police in 1990. He worked in a variety of roles including Uniform Patrol, Criminal Investigations, Investigative Services, Traffic, Marine, and Public Order. He progressed through the ranks and served as Deputy Chief of the Administration Branch, the Operations Branch, and the Investigations and Support Branch.
Commissioner Carrique holds a Master’s degree in leadership and training, with a specialty in justice and public safety, from Royal Roads University, and a certificate in terrorism studies from the University of St. Andrews in Scotland. He is a graduate of the National Policing Improvement Agency’s International Commanders Program in the United Kingdom and the United States Department of Justice Drug Unit Commanders Academy. He is currently a co-chair of the Criminal Intelligence Service Canada National Executive Committee and he serves on the board of directors for the Canadian Association of Chiefs of Police and the Ontario Association of Chiefs of Police. In addition, he is an appointed member of the International Association of Chiefs of Police, Division of State and Provincial Police Executive Committee.
Commissioner Carrique is a recipient the Police Exemplary Service Medal and the Queen Elizabeth II Diamond Jubilee Medal. He is also an Officer of the Order of Merit of the Police Forces as well as a Serving Brother of the Order of St. John Ambulance.

- The theme of the conference is the importance of education and continuous learning in policing.
- Registration costs:
- $500 for the full conference. This will include: breakfasts, lunches, snacks at breaks, bus to Niagara training facility and return, and a banquet dinner on Wednesday October 26th.
- $300 for 1-Day (Wednesday October 26th). This will include breakfast, bus to Niagara training facility and return, banquet dinner in the evening.
- $200 for a 1/2-Day (either Tuesday October 25th or Thursday October 27th). This will include meals.
